The method includes firstly establishing a data base to store information of times of application program using by a user, then generating a starting coefficient of an application program according to the stored information of times of application program clicking by the user in the data base when the user selects to randomly start the application program, and finally finding out the application program which has a maximum starting coefficient and starting the application program with the maximum starting coefficient. By means of the television based application program recommending method, on one hand, the problem that the user is difficult to select one application program when facing numerous television application programs is solved and the application program using is further interesting, and on the other hand, more application programs can be recommended to the user and the popularization of the application programs is facilitated.
