The method comprises the steps that television program code stream sent out from a network side is received; the television code stream comprises an upgrading frequency point list of a main operator and an upgrading frequency point list of a sub-operator; and according to the search sequence of upgrading frequency points, firstly whether new-version set-top box software exists in the current operator frequency point arranged in the set-top box system is examined, and if the new-version set-top box software exists, the set-top box is upgraded by taking the current upgrading frequency point as the upgrading frequency point. The set-top box upgrading method and the set-top box terminal solve the problem that the upgrading frequency points of a plurality of sub-operators can not be united due to history reasons but the sub-operators have the requirements on upgrading the same software.
