Abstract
Methods and systems are provided herein for managing and monitoring allocation of RF spectrum resources based on time, space and frequency. Enables the network to allocate excess spectrum resources for use by other network providers on a real-time basis. Transferring allocated resources from one provider with excess resources to another provider requiring additional resources can be based on contract terms or real-time purchase negotiation and payoff can enable the network to monitor the usage of allocated resources on a real-time basis and depend on Availability of spectrum resources to offload or allow additional users. The public safety network may be made available to the general public by allocating spectral resources and monitoring the use of those resources. During an emergency, when traffic on the public safety network increases, the public safety network can offload bandwidth traffic to make necessary resources available to public safety users.
