Abstract

Methods and systems are provided herein for managing and monitoring allocation of RF spectrum resources based on time, space and frequency. Enables the network to allocate excess spectrum resources for use by other network providers on a real-time basis. Transferring allocated resources from one provider with excess resources to another provider requiring additional resources can be based on contract terms or real-time purchase negotiation and payoff can enable the network to monitor the usage of allocated resources on a real-time basis and depend on Availability of spectrum resources to offload or allow additional users. The public safety network may be made available to the general public by allocating spectral resources and monitoring the use of those resources. During an emergency, when traffic on the public safety network increases, the public safety network can offload bandwidth traffic to make necessary resources available to public safety users.

Description

[0001] Cross references to related patent applications [0002] This patent application also claims priority to each of the following U.S. Provisional Patent Application Numbers: 61 / 364,670 filed July 15, 2010; 61 / 410,721 filed November 5, 2010; April 27, 2011 61 / 479,702, filed May 26, 2011; and 61 / 490,471, filed May 26, 2011, and 13 / 181,764, filed July 13, 2011, each of which is hereby incorporated by reference for all purposes all content. Background technique [0003] With the continued increasing use of wireless communication devices for accessing networks and downloading large files (eg, video files), there is an increased demand on the radio spectrum. Smartphone users complain of dropped calls, slow access to the Internet, and similar issues, largely due to too many devices trying to access the limited RF bandwidth allocated to such devices. However, certain portions of the RF spectrum, such as the RF bands dedicated to emergency services (eg, police, fire and rescue,...
