The method comprises the steps that under the condition of meeting safety criterions, torque of wrapping tapes and contact area of the wrapping tapes are regulated with a certain initial state serving as a starting point to enable mechanical properties of a combined body formed by a gas cylinder and the gas cylinder supporting and fastening device to meet a design requirement, and the design key parameter (namely, contact area of the buffering pad) and the installation parameter (namely, final pretightening torque of the wrapping tapes) in the gas cylinder supporting and fastening device are acquired finally, wherein the initial state is that 0.5-Nm initial torque is applied to the position between the two wrapping tapes, a buffering pad contacts with the gas cylinder completely, and 35-MPa pressure is filled into the gas cylinder; the safety criterions include that the stress of the wrapping tapes is 60 percent smaller than yield stress of wrapping tape materials, and the difference between the gas cylinder elongation before the wrapping tapes are pretightened and the gas cylinder elongation after the wrapping tapes are pretightened is smaller than five percent; the design requirement includes that first-order frequency of the combined body formed by the gas cylinder and the gas cylinder supporting and fastening device is greater than 90Hz;.
