The wire rod comprises, by weight, 0.86%-0.95% of carbon, 0.20-0.50% of manganese, 0.15-0.30% of chromium, 0.90%-0.99% of carbon equivalent, 0.10-0.40% of silicon, not more than 0.010% of phosphorus, not more than 0.010% of sulfur, not more than 0.0010% of titanium, 0.0005-0.0020% of total aluminium, 0.0015%-0.0025% of total oxygen, not more than 0.05% of cuprum with the balance being ferrum. A duplex process is employed with furnace-back silicon-manganese deoxidation. The oxygen activity of the LF refining terminal is 0.0015-0.0030 and the aluminium content is 0.0010-0.0020%. A bloom continuous casting is employed with the degree of superheated being not more than 25 DEG C. A continuous rolling blank is heated and heat persevered. The wire rod is cooled in water with the temperature ranging from 96 to 100 DEG C after a drawing process being carried out and then the wire rod is cooled by air.
