The display panel, the manufacturing method and the display device are used for improving the lighting effect and the use ratio of a backlight source. The display panel comprises an array substrate, a color film substrate and a liquid crystal layer located between the array substrate and the color film substrate, wherein the array substrate and the color film substrate are oppositely arranged. The color film substrate comprises a black matrix. The display panel further comprises a reflecting layer. The reflecting layer is located on the side, back on to the color film substrate, of the array substrate. The area of the reflecting layer corresponds to the area of the black matrix.
