The device includes: a controller; a secondary loudspeaker array, an error sensor array and an atomizer array located in the space between the blades of the wind turbine and the sea level and arranged in sequence from top to bottom, wherein the secondary loudspeaker array and the error sensor array are one by one corresponding; and a sea level detector; the secondary loudspeaker array, error sensor array, atomizer array and sea level detector are all connected to and controlled by a multi-channel active adaptive controller.
