The T-delay generalized cyber net system is put forward by extension of definition of the Petri network and used for modeling of the virtual enterprises, an A* scheduling algorithm to realize virtual enterprise project scheduling, and time flow and cost flow are integrated so that objectives of cost optimization and time optimization of virtual enterprise project scheduling are realized simultaneously via one Petri network model.
