The method comprises the following steps: when user equipment (UE) is connected to a service cell, randomly determining the initial position for selecting C-RNTI through the entity of the service cell, choosing C-RNIT for the UE in a range starting from the initial position, and allocating the chosen C-RNTI to the UE, in other words, when the entity of the service cell allocates C-RNTI for UE, the initial positions of the allocation are randomly distributed, the initial position is taken as the initial position of a distribution area, and thus the distribution of C-RNTI is random.
