Abstract

The method provided by the present invention includes: determining the connection relationship between every two small cells in the interference graph according to the interference parameters of each small cell pair; The cells are colored, and the small cells with the same color are determined as the same small cell cluster; among the determined small cell clusters, one of the small cell clusters is selected as the interference cluster, and the remaining small cell clusters are the protection clusters; in the protection cluster , allocate all RBs to all users in a round-robin manner, and, in the interference cluster, allocate the RBs occupied by all CRE users in the protection cluster to common users in descending order of SINR.
