Abstract

The method comprises the following steps that a base station divides all carriers into a low load group and a high load group according to channel quality information of each carrier, which is fed back by user equipment UE, and the number of UE for scheduling by utilizing a physical downlink control channel PDCCH of the carrier; the base station determines the number of UE which needs transfer on each carrier in the high load group and the number of UE which can be accepted on each carrier in the low load group; the base station selects one carrier in the low load group for the UE which needs transfer on each carrier in the high load group according to the number of the UE which needs transfer and the number of the UE which can be accepted; and the base station transfers the UE which needs transfer on each carrier in the high load group to the corresponding carrier in the low load group.
