The method includes the following steps that: an expanded space model is built, mutual transformation of clutters and targets is realized; a target particle set and clutter intensity are initialized; a survived target particle set is predicted, a newly generated target particle set is initialized, the clutter intensity is predicted, and measurement intensity is predicted; measurement division is carried out an extended target measurement set; the target particle set and the clutter intensity are updated; the updated target particle set is re-sampled; and the states of targets are obtained by adopting a k-means clustering method. The method of the invention has a wider application field, can not only capture the position state information of unknown newly generated targets, but also can update the intensity of unknown clutters in real time while accurately estimating the states of the targets, and can be applied to fields such as radar signal processing.
