The method comprises steps of: firstly acquiring road information and constructing an urban traffic network; then, extracting traffic flow information based on cell phone data; allocating all traffic flow to the urban traffic network by using a traffic flow allocation algorithm to obtain the allocated traffic of each road segment in the urban traffic network; obtaining the traffic source information of a bottleneck road segment based on the allocated traffic of the road segments, and extracting a main route from the traffic source to the bottleneck road segment, obtaining intersections with traffic lights on the main route as signal control ports; and finally, using a genetic algorithm to selectively control each signal control port in order to achieve dynamic traffic restriction.
