The system comprises an accident detecting device, a vehicle detecting device, a reminding device, an active intervention device and a central processor. The accident detecting device is arranged in the tunnel and is used for detecting whether an accident occurs in the tunnel. The active intervention device is arranged in front of the inlet of the tunnel. The vehicle detecting device is arranged in front of the active intervention device and is used for determining whether a vehicle is going to drive into the tunnel. The central processor, the accident detecting device, the vehicle detecting device, the reminding device and the active intervention device perform mutual communication.
