The method comprises the following steps: a central control node receives a heartbeat information sent by a normal node; if the central control node is failed in receiving of the heartbeat information sent by the normal node within a preset period of time, a communication state is judged as a failure state and the normal node in the failure state is judged as a failure node; according to a ratio of the number of the failure nodes to the node amount of the normal nodes which build a heartbeat connection with the central control node, a rate of scheduling for service network elements on thefailure node is controlled. The rate of scheduling for the service elements on the failure node is controlled according to difference of the node amount of the normal nodes in heartbeat connection with the central control node and the ratio of the number of the failure nodes to the node amount of the normal nodes which build a heartbeat connection with the central control node, thus, risk of service interruption is reduced, and stability of services in cross-computer room service access is improved.
