The device is provided with a first liquid level meter, a second liquid level meter, a first control valve and a second control valve; the first liquid level meter is positioned out of the container and communicates with the interior of the container; the second liquid level meter is positioned out of the container and communicates with the interior of the container; the first control valve is positioned out of the container, and communicates with the upper liquid of the two-phase layered liquid in the container through a pipeline which is directly connected with the wall of the container; the second control valve is positioned out of the container, and communicates with the lowerliquid of the two-phase layered liquid in the container through a pipeline; moreover, the first liquid level meter controls the first control valve to discharge the upper liquid from the container; the second liquid level meter controls the second control valve to discharge the lower liquid from the container.
