According to the method, the limitation of communication bandwidths is taken into consideration, and the optimization for a multi-agent network under the fixed topology is also taken into consideration. Through utilization of a random gradient-free algorithm and design of a quantizer, states of the agents are converged nearby a mean value. Target functions are approximately converged to the optimum value. An error relationship between the target functions and the optimum value is provided.
