The device comprises a negative electrode plate, a membrane electrode, a positive electrode plate, a fuel storage cavity,a negative electrode plate electrode and a positive electrode plate electrode, wherein the membrane electrode is positioned between the negative electrode plate and the positive electrode plate; a negative electrode heating wire is embedded onto the negative electrode plate; a positive electrode heating wire is embedded onto the positive electrode plate. The method comprises the following steps of determining the quantity and the dimension of the fuel battery component requiring the layout, the quantity and the dimension of the fuel battery component and external electronic devices, and the circuit board dimension; building a fitness function; performing primary judging on the optimum coordinate capable of realizing the layout on the fuel battery component and other electronic devices; finding the optimum coordinates of all electronic devices on the basis of enabling the fuel battery component total temperature to be optimum; the fuel battery component and other electronic devices aresubjected to layout on a circuit board according to the found optimum coordinates. The fuel battery component and the heat layout method can better adapt to the heat layout of the fuel battery components.
