The device comprises at least one pipeline power generator, a main pipeline, a bubble collectingguiding pipe, at least one bubble generating assembly and a bubble power generating and energy storing circuit; the pipeline power generators are installed on the main pipeline; the bubble collectingguiding pipe is fixed to the bottom end of the main pipeline in the mode of communicating with the main pipeline; the bubble generating assemblies are fixed to the outer wall of the pipeline and eachcomprise an inlet and an outlet, the inlets and the outlets communicate with the main pipeline, and the distance between the outlets and the bubble collecting guiding pipe is larger than that betweenthe inlets and the bubble collecting guiding pipe; and the pipeline power generators are electrically connected with the bubble power generating and energy storing circuit. According to the device forinducing the seabed bubbles to generate power through the foaming agent, more originally-restrained bubbles at the seabed can be induced through bubbles generated by the device, and the device has the advantages of being small in size, high in energy conversion efficiency, capable of adapting to a deep sea environment, clean and free of pollution.
