[0018] The present disclosure is directed to spectrum reclamation in leased spectrum systems. In general, use of leased spectrum can be maximized by a system that can assist a spectrum owner (eg, a government entity) in leasing an unused portion of the spectrum to at least one operator (eg, a cellular provider). However, there may be certain events (eg, national emergencies) in which the spectrum owner needs to reclaim the leased spectrum. A Spectrum Exchange Coordinator (SEC) may intervene between the spectrum owner and at least one operator to facilitate the leasing and repossession of spectrum. In one embodiment, when a trigger (eg, a spectrum owner requests to reclaim leased spectrum) occurs, the SEC may then determine the procedure for allowing the spectrum owner to reclaim the leased spectrum.
