The method comprises the following steps that: molten steel containinga target chemical component is prepared into a continuous casting blank; the continuous casting blank is processed into a rolled piece; a rolled piece sample is screened from the rolled piece, wherein the metallographic structure of the rolled piece sample meets a preset upper qualification limit; a to-be-measured element content of the rolled piece sample is measured; according to the to-be-measured element content as well as the target chemical component a to-be-measured element segregation value of the rolled piece sample is obtained; and a central segregation quantitative standard of thecontinuous casting blank is obtained, wherein the central segregation quantitative standard is equal to the segregation value of the to-be-measured element.
