The method comprises steps of constructing typical speed-time conditions for all lines ina given area; then multiplexing the typical speed-time conditions of all lines into the initial speed-time driving conditions for a given area, solving the characteristic value of the speed-time driving conditionof the initial area and the characteristic value of each sub-segment; carrying out normalization deviation calculation on the characteristic value of the sub-segment included in the initial speed-time driving condition and the characteristic value of the regional initial speed-time driving condition respectively and selecting the sub-segments whose characteristic value deviation is less than the set value from the normalized deviation and multiplexing the chatacteristic values to constitute the typical speed-time condition of the area.
