The invention provides an electric energy meter management chip upgrading method. The upgrading file is transmitted to the to-be-upgraded electric energy meterin a terminal transparent forwarding manner; in the prior art, the upgrade file is issued to the terminal and then is issued to the electric energy meter by the terminal. The communication traffic between the master station and the terminal is consistent, the process that the terminal stores the upgrade file is omitted, the terminal does not need to reserve the space, the error risk caused by downloading and storage of the terminal is reduced, and the upgrade success rate of the management chip in the electric energy meter is improved.
