Provided are a code block transmission system and transmission method based on an index identifier, the system comprising: at least one sending vehicle user equipment (VUE), and a plurality of receiving VUEs, the sending VUE is used for sending a retransmission transport block (TB) to the plurality of receiving VUEs; each receiving VUE in the plurality of receiving VUEs is used for receiving the retransmission TB and descrambling each retransmission CBG in the retransmission TB based on an expected index identifier preset by the receiving VUE; and the receiving VUE is also used for judging whether the retransmission CBG is a target receiving CBG of the receiving VUE based on the descrambling result.
