A storage cavity is formed in the storage layer; a storage basket is arranged in the storage cavity; a collecting opening communicated with the storage basket of the storage layer is formed in the side part of the collection layer. A water turbine communicated with the storage cavity is arranged on the power layer, an outflow hole that is communicated with the water turbine and used for draining water downwards is further formed in the power layer;the ballast layer comprises a ballast water tank and a water pump communicated with the ballast water tank, and a water pressure sensor is arranged in the collection layer and is in signal connectionwith a water pump and the water turbine.
