The device comprises a treatment bin, wherein a feeding pipe, a discharging pipe, a waterinlet pipe and a water outlet pipe are respectively communicated with the treatment bin, a reaction chamber is arranged in the treatment bin, and the reaction chamber is communicated with the feedingpipe and the discharging pipe; a stirring paddle is arranged in the treatment bin; a regulating liquid tank is arranged at the top of the treatment bin and is communicated with an inner cavity of thetreatment bin. The reaction chamber is arranged in the treatment bin, so that calcite stacking is prevented from influencing contact between calcite and wastewater; the stirring paddle rotates to avoid influence of calcite stacking on phosphorus removal and drive the wastewater to move back and forth in the treatment bin, so that the contact time of the wastewater and calcite is prolonged, and the phosphorus removal effect of the device is improved; a pH probe is installed to monitor the pH value in the treatment bin, and the pH value of the regulating liquid is adjusted to 6-6.5, thus promoting calcium ions to react with phosphate ions in the wastewater to generate calcium phosphate precipitates; a screw rod is arranged in the discharging pipe, so that calcite is prevented from caking and blocking the discharging pipe.
