The invention provides a service package recommendation method and system based on combinatorial semantic learning. The service package recommendation method comprises the steps: M1, collecting an existing Mashup application and atomic services contained in the Mashup application; M2, based on the cooperation relation between services used in Mashup application, learning combined semantics formedby combining atomic services together, and constructing a semantic service package library; and M3, recommending a group of complementary services around the semantic service package library, whereinthe group of complementary services completely covers the functional requirements of Mashup applications. According to the method, the combined semanteme of the service is discovered by mining the Mashup application natural language function description, the semantic service package library is formed, and the group of complementary services are recommended to the user around the semantic service package library so as to completely cover the function requirements as much as possible.
