The method comprises the following steps: designing, inputting and analyzing a workticket generation rule table; analyzing a work schedule; and performing work ticket reasoning. By analyzing the power failure interval and a relationship between the work schedule and the work ticket,a mapping relationship between the work schedule and the work ticket safety measure under different power failure interval, equipment and work task conditions is established, and on the basis of themapping relationship, a computer can simulate the invoicing personnel to analyze the work schedule and obtain the safety measure by reasoning. When an invoicing person needs to issue a work ticket, the work ticket issuing work can be completed only by uploading the work schedule and selecting the index of the corresponding work plan needing to issue the work ticket. The method has the advantages of convenience, high efficiency and accuracy, the problems of repeated invoicing, time consumption and low efficiency of invoicing personnel are effectively solved, and intelligent management of the platform is facilitated.
