The managing unit 130, if the voltage of the electrical storage element 60 is lower than a threshold value voltage V0 of more than or equal to the lowest operation voltage V2 of the measuring unit 150, controls the switch 53 to cut off external discharge via the external terminal 52, and, on the basis of an elapsed time from an arbitrary time point t1 in a first period in which the voltage of the electrical storage element 60 decreases from the threshold value voltage V0 to the lowest operation voltage V2 of the measuring unit 150, estimates a capacity of the electrical storage element 60 after the arbitrary time point t1.
