Takes the others system resource as shared resources for high end and low end users, when users apply access to network first assign resource to user and provide services to users, if the shared resources have been assigned over, then judge whether or not the user is high end user, if yes, assign the pre-remain resource to this high end user an provide service to him, when shared resources have been assigned over and there is no pre-remain resource assigned, select low priority users to take resources occupation, use this occupation resource to provide service for high end users. This method can avoid or reduce the happening of resources occupation in a sort of way; meanwhile can effectively resolve the problem of how to provide priority service for high priority users.
