A decoder which has an in continuous register is also contained by the invention. The decoder responds to the notice ofin continuous time base; the in continuous register is in the first work status and then in the second work status when the marked position of the bit stream is decoded. The invention also contains asynchronous unit which sets the in continuous register in the first work status and closed the synchronous operation when receiving the in continuous notice, and starts the synchronous operation afterthe in continuous register is in the second work status.
