The vacuum extraction operation of the chamber loop is carried out to finish the vacuum filling process of the chamber loop; and the storage tank pressurization loop supplies high-pressure gas into a storage tank of the entry loop so that the propellant can enter the entry loop; the propellant reaches a four-way of the chamber loop via the entry loop; and then the propellant flows out of the descent reflow loop into a neutralizing tower; the chamber loop is communicated till the entry loop and the descent reflow loop are filled by propellant, and the propellant reaches an engine via the chamber loop. The invention provides proper device for normal filling of propellant in low-power hydrazine electric arc heating engine supplying pipeline, and provides necessary basis for experimental investigation and engineering application of low-power electric arc heating engine.
