Abstract

The invention provides determination and indication methods of a service cell, a base station and user equipment (UE), wherein the determination method of the service cell is applied to a carrier aggregation-based random access process of an LTE-A (Long Term Evolution-Advanced) system. The method comprises the following steps of: receiving a random access response message sent by the base station by the UE, wherein the random access response message comprises random access response authority; and triggering a nonperiodic channel state information (CSI) report of a pre-defined service cell by the UE through a channel quality information request (CQI request) signaling in the random access response authority. In the technical scheme, a terminal is indicated through the CQI request signaling in the random access response authority to trigger the nonperiodic CSI report on the pre-defined service cell, and a power control adjustment state accumulating value in PUCH transmission power of all service cells corresponding to the UE is reset after the UE receives the random access response message.
