The method comprises the following steps: configuring uplink service properties and downlink service properties for each user in advance; and determining the user in need of wireless resource scheduling currently and performing the wireless resource scheduling according to the uplink service properties and the downlink service properties, which are configured for the user in advance. The device comprises a configuration module, a user determining module and a resource scheduling module, wherein the configuration module is used for storing the uplink service properties and the downlink service properties, which are configured for each user in advance; the user determining module is used for determining the user in need of the wireless resource scheduling currently; and the resource scheduling module is used for performing the wireless resource scheduling according to the uplink service properties and the downlink service properties, which are configured in advance for the user determined by the user determining module. The users can be differentiated in a careful manner by applying the resource scheduling method and device disclosed by the invention, and different services can be provided for the different users.
