The method comprises the following steps of establishing a three-level electricity energy efficiency evaluation index suitably for being used for an industrial user from technology, economy and management levels; determining the weight coefficients of the first level and second level indexes in the energy efficiency index by an analytic hierarchy process; determining the weight coefficient of the third level index in the energy efficiency index by an entropy method; and finally structuring a comprehensively weighted electricity energy efficiency evaluation model according to the weight coefficient of the third level index. The method provided by the invention can be used for overcoming the disadvantage of single weighting method, ensuring the scientificity and reliability of the evaluation model, and supplying guidance for the industrial user to develop the electricity energy efficiency diagnosis analysis, energy-saving potential analysis and energy-saving reformation.
