The power generating device is characterized in that a generator is driven to generate power by respectively using a rolling cone and a roller, and thus the efficiency of wind power generation is increased; and in addition, the amplifying action for wind speed is achieved under the wind collecting action of the roller and particularly when the wind force is weaker, a back impeller can be also blown to drive a generator to generate power. Four spiral blades of which the peripheries are symmetrical are arranged outside the rolling cone, so that the rolling cone is blown by wind to rotate around the axis and drive the generator to generate power. The four spiral blades of which the peripheries are symmetrical are arranged inside the roller, so that the roller is blown by wind to rotate around the axis and drive the generator to generate power. A wind flow formed by the tail of the roller is aligned to the radius part above a central line of a cross-flow type impeller, so that higher utilization efficiency of wind energy is obtained.
