The controlled release fertilizer takes chemical fertilizer as controlled release fertilizer core, and the controlled release fertilizer core is wrapped by coating material into micro capsules, the micro capsules are wrapped by natural plant decomposed materials and processed into granular controlled release fertilizer with the natural insecticide efficacy and the particle size of 1-4.75 mm or 3.35-5.60 mm after being dried; the natural plant decomposed materials comprise powder material after being crushed, decomposed and dried, wherein the powder material is tea seed residue after oil squeezing and/or tobacco waste after cigarette processing, and the amount of the natural plant decomposed material in weight percentage is 5-68.9%; according to the controlled release fertilizer with the natural insecticide efficacy, the active ingredients in the fertilizer are continuously and slowly released to the environment; and the purposes of fertilization and insecticide are realized through one-time application, the fertilizer not only has the property of controlled release, but also has insecticide material with natural efficacy, and the problem of resistance of chemical pesticide cannot be caused easily.
