The method includes that a regional resource center (RRC) reconfigures the logic channel number and the wireless bearing number to build a packet data convergence protocol (PDCP) entity, a radio link control (RLC) entity and a multi-access computer (MAC) entity according to pre-acquired logic channel numbers and default wireless bearing numbers of a group voice signaling channel and a group voice business channel; a physical layer (PHY) receives the group voice signaling channel or the business signaling channel and then transmits the channels to the MAC, and the MAC transfers the channels to the PDCP through the RLC; the PDCP transmits the group voice signaling channel to the RRC, generates a CS count value according to PDCP serial numbers and transmits the CS count value and the group voice business channel to a coding and decoding module; and the coding and decoding module conducts decoding processing according to the CS count value.
