A VoIP (Voice over Internet Protocol) service management system for a VoIP server includes a service request module, a service authorization module, a transfer request module, and a service transfer module, wherein the service request module is used for receiving a request message sent by a first voice communication device for activating a VoIP supplementary service; the service authorization module is used for activating the VoIP supplementary service item which the first voice communication device applies for; the transfer request module is used for receiving a transfer request sent by a second voice communication device for transferring the VoIP supplementary service item which is activated upon the application of the first voice communication device to the second voice communication device, and carrying out identity authentication of the second voice communication device when receiving the transfer request; the service transfer module is used for transferring the supplementary service item which is activated upon the application of the first voice communication device to the second voice communication device in case of a successful identity authentication of the second voice communication device.
