The method comprises the following steps: receiving a video-on-demand ordering request sent by a first terminal; obtaining a local network operator needed by a video-on-demand user; determining a data storage server corresponding to the local network operator; before video-on-demand time is reached, storing a video file with a video mark to the determined data storage server; constructing a corresponding relation of the video-on-demand time, a user mark, the video mark and an ordered video-on-demand address; when receiving the video-on-demand ordering request carrying the user mark and the video mark, which is sent by a second terminal in the video-on-demand time, determining the ordered video-on-demand address corresponding to the user mark, the video-on-demand time and the video mark according to the corresponding relation; and responding a video-on-demand request based on the video file with the video mark in the ordered video-on-demand address. With the adoption of the scheme, the aim of reducing the storage cost of the video file under the precondition of guaranteeing the smooth video on demand can be realized.
