An apparatus and method for detecting events from a plurality of captured images is disclosed. An individual event rule generation device includes: an image receiving unit for receiving images captured by a plurality of cameras; an image synthesis unit for combining the plurality of captured images using a conversion function corresponding to coordinate systems of the plurality of cameras synthesized into one main image; an event rule acquisition unit that acquires an event rule for the main image; an individual event rule generation unit that converts the event rule into an individual event corresponding to each camera using the conversion function a rule; and a rule sending unit for sending converted individual event rules for detecting events.
