An upper connector is connected to one end of the central pipe, a lower connector is connected to the other end of the central pipe, and a through hole is formed in the wall of the central pipe. The rubber cylinder unit comprises a first rubber cylinder and a second rubber cylinder, wherein the first rubber cylinder is connected with the upper connector, and the second rubber cylinder is connected with the lower connector. The hydraulic cylinder sleeve comprises a first end and a second end. The first piston can move to the upper connector so as to compress the first rubber cylinder. The sliding sleeve is provided with a first end and a second end. The locking piece enables the sliding sleeve to only move towards the upper connector. The second piston is connected with the second end of the sliding sleeve through a setting pin and can move to the lower connector so as to compress the second rubber cylinder.
