A tethered balloon comprises a balloon, a tethered rope, an antenna, a cable, a rotation device and a fixation device, wherein the rotation device is hung under the balloon; the rotation device comprises a rotation assembly and a support fixed on the rotation assembly; the rotation assembly comprises a bearing base, a bearing set stored by the bearing base and a spindle passing the bearing set, and the spindle is connected to the balloon and rotates with motion of the balloon; the bearing set is used to offset torsion of the spindle to the bearing set and keeps the position of the bearing base unchanged; the fixation device comprises a storage tube fixed on the support; the tethered rope is fixed on the support; the cable is connected to the antenna and partially stored in the storage tube; and because of the unchanged position of the bearing base, the position of the support is also kept unchanged.
