The device comprises a pollution source water dipping part (1), a pipeline shell support (2), an in-pipeline capillary channel (3) and a purified-water discharging part (4), wherein the in-pipeline capillary channel (3) is made of a hydrophilic molecular material easy in hydrogen bond formation with H2O, and the purified-water discharging part (4) is at the upper and middle part or the upper part of a system. The device can achieve water purification, large-scale application of the device can increase the potential energy of water under the circumstance of no consumption of conventional energy, a beneficial energy circulation in nature is achieved, and the method has a beneficial effect on reduction of natural disasters on the earth, and therefore the method is environmental friendly and free of secondary pollution.
