The receiving and forwarding unit generates a trigger signal after excitation by electromagnetic waves transmitted by the excitation unit; the trigger signal triggers the ID code transmission control unit; the inherent ID code of each vehicle unit is transmitted to the receiving and forwarding unit via the RF transmitting circuit; the receiving and forwarding unit forwards the received ID code to the computer; and the computer stores the time value of a current moment and the ID code into corresponding forms in a database.
