The method comprises the steps of sending an authentication request for a new user to an authentication server, wherein the authentication request comprises the BRAS identifiers of the BRAS boards of the BRAS device, and traffic load information of each BRAS board; receiving an authentication response message sent by the authentication server, wherein the authentication response message comprises destination BRAS identifiers, and the destination BRAS identifiers are determined by the authentication server according to the BRAS identifiers and traffic load information contained in the authentication request; and issuing a distribution rule carrying the destination BRAS identifiers to an ordinary interface board corresponding to the new user, thereby enabling the ordinary interface board to obtain the destination BRAS identifiers.
