The method comprises the steps of decomposing record change information due to business worksheets into multiple independent change data packets according to different type elements, and generating worksheet batch numbers and a record change catalogue file. The worksheet batch numbers are serially connected and restricted to each other, and only through an interface logical configuration, record change information packets corresponding to all types of the business worksheets are transmitted to a buffer system database; as the change data packets are transmitted individually, when the metering automatic system is in synchronization, each of the change data packets does not need to be received according to an interface logical sequence of the power marketing management system, and the target change data packet can be selected according to an own business processing sequence for downloading. According to the method, the combined configuration number of various types of the data interfaces is reduced; while the equipment cost is reduced, the working efficiency is improved; in addition, the invention further discloses a device corresponding to above method; and the effects are as mentioned above.
