The hair care composition is prepared from, by weight, (A) water-soluble marine biological active substances 25%-75% including (i) seaweed glycoprotein 10%--30%, (ii) trehalose 10%-30% and (iii) chitosan derivatives 5.0%-15%, (B) oil-soluble marine biological active substances 0.02%-1.0% including (i) 0.01-0.5% fucosterol and (ii) astaxanthin 0.01-0.5%, (C) suspended carrier coating seaweed gel 0.5%-5.0%; and (D) the balance water. The hair nourishing and care composition has oil absorption and oil control properties, and a fluffy and rich washing and protecting effect is strengthened.
