A device for disrupting hair growth includes an applicator sized and configured to be held in a hand of a user for shaving, and a source of electromagnetic energy constructed to emit electromagnetic energy having an energy density of between about 0.1 J/cm2 and about 15 J/cm2 and, more preferably, between about 0.1 J/cm2 and 1 J/cm2. In certain embodiments, the monomers are fluorinated thereby producing a fluorinated polymer on the hair upon polymerization.
