According to the device and method for measuring the inclination angle of the track, in the train running direction, a first supporting component and a second supporting component are placed perpendicular to a train compartment floor; the upper surface of the first supporting component is always kept horizontal; the upper surface of the second supporting component is inclined with the inclination of the track; a laser is placed on the upper surface of the first supporting component to transmit a first light beam which is always horizontal; a first reflecting mirror is placed on the upper surface of the second supporting component and inclined with the inclination of the track; the first reflecting mirror is used for reflecting the first light beam to form a second light beam; a deflection detecting component receives the second light beam, detects the light path variation amount of the second light beam and outputs a detection signal; and a data analysis module calculates the inclination angle of the track according to the detection signal.
